for reading and writing feature classes, you can use arcgis featuredataset directly. but you will have to first create a workspace by calling the function, makeworkspace. you can also open a feature class or feature dataset in arcmap by calling the open function.
for inserting records, you can use the arcpy.da.insertcursor. if you want to insert records based on the content of the field, you will need to create a feature class as above, or open a feature class in the arcmap window.
